The Discharge Air Was Perfect. The Office Was Still Hot.

A suite in a multi-tenant DFW office property ran persistently hot for months. Every plant-side check came back clean: the central equipment was healthy and the supply air measured cold and correct. The complaint did not move. Eventually someone opened the ceiling and followed the air instead of the temperature. The fan-powered terminal boxes serving that space had their fans physically removed at some point in the past, and the boxes were not powered. No air was moving into the rooms regardless of setpoint. Lowering setpoints cannot help when there are no fans to move air.

That sentence is the whole lesson. It is also the sentence nobody says for months, because everything that gets measured keeps passing.

Conditioning and delivery are two different jobs

A commercial HVAC system does two things that are easy to collapse into one. First it conditions air, which happens at the central equipment. Then it delivers that air into occupied rooms, which happens through ducts, dampers, and terminal units spread across the building above the ceiling.

Almost every troubleshooting habit points at the first job. Is the equipment running, is it making cold air, is the supply temperature where it should be. Those are good questions and they are answerable in one visit. The second job has no equivalent habit. Delivery is distributed, it is hidden, and it has no gauge on the front of it. So when a space runs hot, the investigation goes to the place with the readouts, gets a clean answer, and stops.

The delivery path is the part that fails silently. A damper can sit in a position nobody commanded. A duct can be crushed or disconnected above a ceiling tile. A terminal unit can lose power and give no outward sign. None of those show up on the plant. All of them produce the same complaint from the people in the room.

A thermostat only knows its own corner of the room

A thermostat is not a report on the system. It is a sensor reading the air immediately around itself, on one wall, at one height. Supply air temperature is a different measurement taken far upstream. When the path between the two is broken, both numbers can be honest at the same time. The supply air really is 55 degrees where somebody put a probe on it. The room really is 78 degrees where somebody is trying to work.

The gap between those two readings is the delivery path, and the gap is where the problem lived. Nobody was measuring it, because measuring it means getting above the ceiling and confirming that air is physically moving, not confirming that air is cold somewhere else in the building.

Why this hides for months

Three things kept this one alive far longer than it should have been, and all three are structural rather than anybody's mistake.

Every plant-side visit honestly passes. A technician looking at healthy central equipment writes down that the equipment is healthy, because it is. That report is accurate, and it also closes the ticket. Repeat that a few times and the file starts to suggest the building is fine and the complaint is subjective.

A setpoint change commands the plant, not the delivery. When the response to a hot-space complaint is to drop the setpoint, the request travels to the equipment that is already working and asks it to work harder. If the delivery path is the failure, nothing changes in the room. The complaint is then read as a tenant with unusual expectations rather than as evidence about where the failure is.

Terminal units live above the ceiling and go unopened. There is no routine that puts eyes on them, no visible signal when one is dead, and no cost to leaving them closed until something forces the issue. Equipment that nobody opens is equipment nobody knows the condition of.

How the fans went missing does not matter

The obvious question is how a terminal unit ends up without a fan. There is no answer in this case, and chasing one would have added nothing. Buildings accumulate undocumented history. Old projects, tenant renovations, equipment swaps, and partial scopes all leave behind changes that were reasonable at the time and were never written down. A decade later the building is the only record, and the building does not explain itself.

That is the practical point, not a criticism of anyone. The useful move is to stop treating the drawings and the assumptions as current and go look. What the building is doing today is the only reliable description of what the building is.

Four questions that unstick a hot-space complaint

When a space complaint survives more than one visit, these four questions move faster than another plant-side check.

Is air actually moving at the diffuser? Not cold, moving. This is the first question, and answering it splits a conditioning problem from a delivery problem immediately.

When were the terminal units serving this space last opened? If the answer is unknown, that is the answer. The units are an unverified assumption until somebody looks.

Does the complaint change at all when the setpoint changes? A space that responds to a setpoint change has a working delivery path. A space that does not respond is telling you the command is not reaching the room.

Is there a record of which equipment serves this room? Zone-to-equipment mapping is the difference between a targeted look and a search. Building that record once pays back on every complaint after it.

The repair path ran through the electrician first

Once the boxes were open, the sequence followed the finding. An electrician restored power to the terminal units, then an HVAC technician confirmed delivery into the space. Two trades, in that order, because the first constraint was electrical and the second was mechanical. Getting that order right is most of what coordination is on a finding like this, and getting it wrong means paying a mechanical technician to stand in front of an unpowered box.

The broader value is not the fix. It is that a documented walk of the delivery path turns a recurring complaint into a specific finding with a specific owner. Where that documentation does not exist, the same thing happens with roof-mounted equipment, which shows its condition in plain view for months before anyone goes up to look.

Follow the air, not the number

The clean plant-side reading was never wrong. It was answering a different question than the one the tenant was asking. A temperature reading describes conditioning. A complaint from an occupied room describes delivery. When those two disagree for months, the disagreement itself is the finding, and the next step is above the ceiling.
